ASTM D2149-13 (R2021) is a standard test method that is used to determine the relative permittivity (dielectric constant) and dissipation factor of solid dielectrics. These properties are important for quality control and for understanding the effect of environmental factors such as moisture, heat, or radiation.

The test method covers a frequency range from 50 Hz to 10 MHz and can be used over a temperature range from -80 to 500 °C. The standard includes two procedures: Procedure A, which uses a micrometer electrode, and Procedure B, which uses a precision capacitor.

It is worth noting that in common usage, the term "relative" is frequently dropped when referring to permittivity.
