The PD ISO/PAS 21448:2019 standard focuses on ensuring the absence of unreasonable risks arising from the functional insufficiency of a vehicle's intended functionality or its reasonably foreseeable misuse. It provides guidance on the design, verification, and validation measures necessary to achieve safety in these areas. The standard excludes faults covered by the ISO 26262 series and hazards directly caused by the system technology itself, such as eye damage from a laser sensor.

The standard is specifically intended for situations where proper situational awareness is crucial to safety and is derived from complex sensors and processing algorithms. This applies particularly to emergency intervention systems like emergency braking systems and Advanced Driver Assistance Systems (ADAS) with levels 1 and 2 of automation. While this edition of the standard can be considered for higher levels of automation, additional measures may be required. It does not apply to well-established systems with trusted design, verification, and validation measures in place, such as Dynamic Stability Control (DSC) systems and airbags. However, innovative functions of such systems that involve situational awareness derived from complex sensors and processing algorithms may be covered.

The standard considers both the intended use and reasonably foreseeable misuse in conjunction with potentially hazardous system behavior when identifying hazardous events. It also includes the consideration of reasonably foreseeable misuse that can directly trigger a hazardous event related to the safety of the intended functionality. However, intentional alteration of the system operation, known as feature abuse, is not within the scope of this document.
