Live Working: Electrical Insulating Sleeves

IEC 60984:2014 is a standard that focuses on electrical insulating sleeves used to protect workers from accidental contact with live electrical conductors, apparatus, or circuits. The standard emphasizes the importance of using these sleeves according to safe methods of work and the provided instructions, highlighting the role of skilled individuals in ensuring safety.
This second edition of the standard introduces several changes compared to the previous edition, including the removal of the requirement for an area to mark the date of inspection. Additionally, it specifies only the straight mounting method with water electrodes for the dielectric type test. The standard also separates the DC electric tests from the normative part of the document, including them in an informative annex instead.
Other significant changes include the inclusion of IEC 61318:2007 for the preparation of the elements of evaluation of defects, as well as the update of the characteristics of the liquid specified for tests on sleeves of category H, according to the latest edition of ISO 1817. The standard introduces a new classification of defects in a normative annex and provides a rationale for this classification in an informative annex.
Lastly, the standard recommends a voltage limit of 10 kV for the periodic electrical retesting, except for the test method with water electrodes and straight mounting, which may deviate from this limit.
