The UL 696:2020 standard establishes requirements for electrically-operated toys and miniatures of full-sized appliances. These requirements apply to toys that are intended for use on nominal 120-volt branch circuits. The standard considers the packaging of the toy, including any packaging material that is intended to be used with the toy, as part of the toy and covers it under these requirements.
The scope of the standard includes toys that are designed, manufactured, or marketed as playthings for children over the age of 3. For toys that mimic the form or function of established general-use appliances, the specific requirements applicable to the general-use appliance are taken into consideration. This may include factors such as normal and abnormal test conditions. However, the requirements of the general-use appliance standard cannot lower the level of requirements addressed by the UL 696:2020 standard, but can supplement its content when appropriate.
It's important to note that the standard does not cover toys for outdoor use, sewing machines, flatirons, toys that operate with water, toys that operate with gas or liquid under pressure (e.g., steam engine), toy transformers, or toys intended to operate from the secondary of a toy transformer at a potential of 30 volts rms (42.4 volts peak) or less. These specific toy categories fall outside the scope of UL 696:2020.
