The standard emphasizes the inherent safety, operating values, operating times, and operating sequences associated with equipment safety. It includes testing requirements for electric actuators used in or in association with equipment. However, it does not apply to electric actuators that are mechanically integrated with valves covered by separate standards such as IEC 60730-2-8. The standard also excludes electric motors, as their requirements are covered in IEC 60034.

UL 60730-2-14 also encompasses electric actuators powered by primary or secondary batteries, and it includes specific requirements for their use. The standard addresses the functional safety of low complexity safety-related systems and controls. It also clarifies that its scope does not cover the response value of an automatic action of an electric actuator if it depends on the method of mounting the actuator in the equipment. In such cases, the appropriate household equipment or manufacturer's specified value should apply for user and equipment protection.

The standard provides additional provisions for electric actuators that incorporate electronic devices (Annex H) and those using NTC or PTC thermistors (Annex J). It also covers electric actuators capable of receiving and responding to communication signals, including signals for power billing rate and demand response. The standard does not address the integrity of the output signal to network devices unless it has been evaluated as part of the control system.
