The standard excludes ballasts consisting of resistance only, indicating that it does not apply to such devices. It also specifies that open core and coil ballasts are only acceptable for use when installed in lighting fixtures, signs, or other enclosures that are suitable for their intended applications.

Any product that contains new or different features, characteristics, components, materials, or systems which pose a risk of fire, electric shock, or injury must undergo additional evaluations to maintain the level of safety originally intended by the standard. Products that conflict with specific requirements or provisions of the standard are considered non-compliant.
