UL 1042:2021 is a standard that covers the requirements for both portable and fixed electric baseboard heating equipment. The standard applies to equipment rated at 600 volts or less and intended for use in ordinary locations in accordance with the National Electrical Code. Baseboard heating equipment includes both baseboard heaters and baseboard heater accessories.

The standard also addresses electric baseboard heating equipment intended for use in hazardous locations. In such cases, compliance with the requirements in this standard is judged along with other recognized requirements applicable to usage in hazardous locations.

The standard provides specific criteria for categorizing baseboard heaters as either fixed or portable. A fixed baseboard heater is identified by being less than 6 inches in overall depth, having an overall length to overall height ratio of more than two to one, and the ability to be installed completely within a space of 18 inches above the floor. Additionally, a fixed baseboard heater may also have an enclosure that is intended to be connected to other enclosures to form a system.

On the other hand, a portable baseboard heater is identified by being less than 5 inches in depth (excluding projections of guard or feet) and having a specific ratio of overall length to height. The ratio varies depending on the maximum height of the heater.

There are exceptions to these categorizations. For example, a heater intended for ceiling or suspended mounting or labeled "Do Not Install Less Than 6 Feet From Floor" is not considered a baseboard heater, even if it meets the specifications for a fixed baseboard heater. Similarly, a portable radiant heater with a visible glowing heating element that is not sold or recommended as a baseboard heater may also be excluded as a baseboard heater and judged under the requirements for movable air heaters in UL 1278.
