The ISO/PAS 21448:2019 standard focuses on ensuring that there are no unreasonable risks due to functional insufficiencies or foreseeable misuse of a vehicle's intended functionality. It provides guidance on design, verification, and validation measures that need to be implemented to achieve this objective.
The standard specifically addresses situations where situational awareness is critical for safety, especially in emergency intervention systems and Advanced Driver Assistance Systems (ADAS) at levels 1 and 2 of automation. While this edition of the document can be considered for higher levels of automation, additional measures may be necessary.
It should be noted that the standard does not cover faults addressed by the ISO 26262 series or hazards caused directly by the system technology itself. The document is also not intended for functions of existing systems with established design, verification, and validation measures, unless innovative functions involving complex sensors and processing algorithms are introduced.
The standard considers both the intended use and reasonably foreseeable misuse, along with potentially hazardous system behavior, when identifying hazardous events. It also highlights that intentional alteration to the system operation is considered feature abuse, which is outside the scope of the document.
